Dr Mohamed Ghazaly has over 18 years of industry experience primarily in the GCC. With expertise in Healthcare Strategy, Health Insurance, Provider Management, Cost Optimisation, Policy and Regulation.
At present, in his current role as the health systems financing and medical insurance expert, he is the lead advisor to the office of the Vice President of the capital markets and insurance authority (Capital Markets Authority – CMA) that oversees the General Directorate of Insurance Supervision in the Sultanate of Oman. He currently leads the health systems financing and implementation of the compulsory health insurance system (Dhamani) in the country.
He has also played important roles in the health insurance and health systems financing systems by the governments of Dubai, Qatar and Abu Dhabi. In Dubai, he was a member of the Dubai Government’s implementation team achieving a cost neutral transformation of the Medical Insurance System. There he played many roles including Head of Healthcare Provider Network, contracts pricing and negotiation, Head of authorization claims and audit, and Head of client relations and benefits management. In Qatar, in his role as the Director of Operations and Head of Provider Relations he oversaw the overall Operations during the implementation of the Social Health Insurance (SHI) system. In Abu Dhabi, in the capacity of manager Medical strategy and Cost Optimisation, he successfully implemented a medical cost optimization programme that brought about massive quantifiable savings.
Dr Ghazaly has an MBBS from Quaid-e-Azam Medical College Pakistan and a Masters (MSc.) in Healthcare Management from Royal College of Surgeons in Ireland (RCSI)/ University of Ireland. He also has acquired professional qualifications from Charted Insurance Institute (Cert CII) and Australian Computer Society (ACS).
