Rainer Becker is Director for Medical Products and Innovation at the European Commission’s DG for Health and Food Safety (DG SANTE). He is responsible for developing and implementing regulation and policies on human and veterinary medicines, medical devices and innovation in these areas. In 2025, he and his teams, for example, prepared the Commission’s proposals for a Critical Medicines Act, a European Biotech Act and the revision of the medical devices Regulations. They also played a central role in finalising, with the co-legislators, the modernisation of the general pharmaceutical legislation.

Prior to his current position, Rainer’s different tasks in the Commission included leading the EU’s antitrust work in the area of pharmaceuticals and health. Before joining public service, he advised in an international law firm clients from a variety of sectors and countries, and he currently also acts as visiting professor in law at Heidelberg university.
