Jennifer Ifeanyi-Okoro Is a lawyer and energy industry professional with almost 14 years of experience in the power sectors of emerging markets in Sub Saharan Africa.  She has provided legal, regulatory, policy, technical, and transactional advice and support to international donor agencies, energy regulators, policy makers, power project developers, and electric utilities. 


Ms. Ifeanyi-Okoro began her career as Assistant General Counsel to Pace Global Energy Services LLC (“Pace”), a  Siemens company, after which, she headed the Legal & Regulatory Affairs departments of two Nigerian utilities in the wake of Nigeria’s electricity market reform.  She defended one of the utilities’ first tariff applications before the Nigerian Electricity Regulatory Commission (NERC) and successfully led the other utility’s petition on the adoption of a tariff structure that would enable peak pricing for special classes of customers – the first of its kind in Nigeria at the time.


In 2015, she worked as a Transaction Advisor to the Power Africa Transactions & Reform Program (PATRP), an initiative funded by the United States Agency for International Development (USAID).  At PATRP, she originated power projects and provided legal and transactional assistance towards the development and finance of power projects.  She was later seconded by PATRP to serve as a Legal & Regulatory Advisor to a government-owned generation utility before eventually joining the U.S National Association of Regulatory Utility Commissioners (NARUC) as an Energy Regulation Advisor in its international department. 


Ms. Ifeanyi-Okoro was the former Deputy Chief of Party – Technical of the Southern Africa Energy Program (SAEP), a $70M program funded by USAID.  She oversaw the inception and development of 97 activities and led a team of 30 energy specialists working in 11 countries in the Southern Africa region.  She is currently the Head of the Technical Assistance Unit within the Project Facilitation & Support Division of the International Renewable Energy Agency (IRENA), where she provides technical assistance to support renewable energy projects in reaching financial close.
